Doug Toan
Doug is the president and owner of Construction Management Inc, a co-founder and partner of Mid-Atlantic Athletic Facilities, and is 1/3 partner of Stonewall Garage Doors. He resides in Winchester, VA with his wife Jean and is the father of Marja and Jessica.
Kevin W. Kenney
After graduating High School, Kevin began working for Doug Toan as a carpenter. Since then he has become the General Manager of Construction Management Inc. as well as the estimator and coordinator for Mid-Atlantic Athletic Facilities and is 1/3 owner of Stonewall Garage Doors. Kevin and Doug have been working together since 1977. Kevin resides in Winchester VA with his wife D’Ann; they have one son, Ian.
Joan Thomasson
Joan is the office manager and bookkeeper for Construction Management Inc and Toan & Associates. Joan began working for Construction Management in 1998. She resides in Fredrick County with her husband Rick.

CMI has a "Class A" contractor license and its President, Doug Toan is past president of the Top of Virginia Home Builders Association, past member of Dowell J. Howard Educational Foundation Board and past chairman of the Board of Zoning Appeals for Winchester, Virginia. Doug served as a member of the Economic Development Business Attraction Committee with the Winchester-Frederick County Chamber of Commerce, was President for the Industrial Parks Association.
Kevin Kenney is a member of the Builder Advisory Council for CECO's Eastern Region, is a past member of the Top of Virginia Builder Association, past member of the Dowell J. Howard Regional Advisory Council and currently serves on the Frederick County Development & Review Regulation Sub-committee and Shenandoah University Athletic Advisory Board.
